I also had oversight financial management responsibility of all four mission’s technical/ (SO) teams (Economic Growth, Democracy & Governance, Education, and Health) as a result of the resignation of my counterpart Financial Analyst; • Prepared the financial aspects of project design and implementation documents, such as budgets and financial plans for Grant Agreements, etc.; and performed project financial analyses; • Established the accounts for USAID unilateral and bilateral projects/programs, grants, and centrally funded projects; • Supervised Project Accountants and oversaw the clearance process for the daily transaction documents ensuring funds availability, validity of transactions after receiving budget allowances established by Washington, and verified the congressional notification requirements; • Verified accuracy of financial data and appropriateness of documentation present to support accounting entries and to support fulfillment of conditions precedent to disbursement; • Coordinated the audit contracting process for the SO teams to include reviewing and clearing of audit scopes of work.
